As for intervening when a random woman gets harassed, that's a risk that's just not worth taking 99% of the time. In your specific case it was one creep versus multiple men. But if he reported them, they would've eaten a charge for assault, at least here. And more importantly, he could've been armed, in which case some of them would've been severely injured, and then would've eaten a charge when they inevitably beat him to death.
Chivalry in the 21st century is a losing game. And even when it was practised, it was limited to only a certain upper class, and the expectation in turn was that you will get sex, not necessarily from the women you protected, but yes from society at large. It made you marriageable, and societal rules forced a woman to marry you.
